OREGON — The Ogle County Board met Tuesday evening and approved the 2014 fiscal year budget and appropriation in a 22-1 vote. The lone vote against the budget came from Skip Kenney, of Rochelle. Board member John O'Brien was absent.
The overall appropriation is $39,333,796.09, which is lower than the 2013 budget at $46,533,575.51. The board paid off the bonds on the judicial center in 2013 which accounts for the difference.
The largest increase in the budget over 2013 was the increase in insurance premiums. The board voted to increase the employees premiums. The board voted in September to increase the amount outside agencies pay the county for health insurance. Insurance rates are up 23 percent this year.
County Board chairman Kim Gouker made a motion to allow the same courtesy to employees as outside agencies begin their insurance increase on Jan. 1 instead of Dec. 1, the beginning of the county's fiscal year. The motion passed in a roll call vote.

The board voted to accept the 2014 holiday schedule. County staff will receive 13 paid holidays in 2014. Holidays are set by Chief Judge Gunderson.
The board was presented a proposal from the H.E.W. Committee on changing dog rabies tags from one year to three years. Cost for the three-year tag would be $35. The board will vote and discuss the matter in December.
The board heard an update on the Sheriff's Administration building plans. The Long Range Planning committee is hoping the architects are ready to give the board a presentation in December. The building is expected to cost the county four million dollars.

Scott A. Scull was appointed to the Board of Health.
Thomas A. Cline, DDA was appointed to the Board of Health.
Steven Larry was appointed to Lost Nation New Landing RCD.
Mental Health 708 Board has two vacancies.
Franklin Grove Fire Protection District has two vacancies.
Ogle County Civic Center Authority has five vacancies.
Leaf River Fire Protection District has one vacancy.

The board will meet again on December 17 at 5:30 p.m. at the Ogle County Courthouse.
