County debt free after retiring bonds

OREGON — The Ogle County Board celebrated being debt free at Tuesday night’s board meeting, as Ogle County Board Chairman Kim Gouker announced the bonds on the Judicial Center have been retired.

The bonds were issued in 2003 and 2004 to build the judicial center for a total of $15 million. The county has been putting money aside with the intent of paying the bonds off before the 20-year payback schedule. When receiving the bonds the county board put in a call provision allowing repayment after 10 years, which was marked on Feb. 1, 2013.

Gouker invited former board chairman Jerry Daws to the front of the room for a modern day mortgage burning, which included a paper shredder instead of a fire. Daws was chairman when the bonds were issued.

Gouker explained the significance of paying off the bonds early.

“In 1890 the county took out $100,000 in bonds to build the courthouse. The farmers never thought it would be paid off, and the county paid it off in 12 years” Gouker added. “We made a promise to the taxpayers when borrowed the funds to build the judicial center, to not affect tax bills. We did what we said we would do and we also paid them off early.”

All money to pay off the bonds came from revenue from the host fees from Solid Waste fund.

Before the ceremony to burn the mortgage, Daws addressed the board.



“It was quite a procedure to get the project moving, but I don’t think you can find a government agency these days that has the money to pay off anything. I’m proud of the fact we are paying this off and early,” he stated.

Resignations

The board approved the resignation of Martin Typer from the Mental Health 708 Board. Bobbie Colbert currently serves on the 708 board as a representative from the county board. Typer was sworn in as a county board member in December and bylaws allow only one board representative to serve. Typer resigned to avoid a conflict.

Vacancies

Ogle County Civic Center Authority has five vacancies.

Mental Health 708 Board has one vacancy.

911 ETSB (Law Enforcement) has one vacancy.

Application and resume deadline is Friday, March 1 at 4:30 p.m.

Dixon Fire Protection District has one vacancy; Forreston Fire Protection District has one vacancy; Franklin Grove Fire Protection District has one vacancy; Leaf River Fire Protection District has one vacancy; Lost Nation/New Landing RCD has one vacancy; Lynn-Scott-Rock Fire Protection District has one vacancy; Oregon Fire Protection District has one vacancy.

Planning Commission has two vacancies.

Zoning Board of Appeals has one vacancy.

Mental Health “708” Board has one vacancy with an unexpired term ending Dec. 31, 2014.

Byron Museum District has one vacancy with an unexpired ending June 30, 2016.

Application and resume deadline is Monday, April 1 at 4:30 p.m.

All applications and resumes can be turned in to the County Clerk’s office at 105 S. 5th Street, Suite 104, Oregon.

The next Ogle County Board meeting will be held on Tuesday, March 19 beginning at 5:30 p.m.
